Description

  • Lead engineers and technical leads through performance management, coaching, career development, hiring, and team building.
  • Own end-to-end delivery across design, development, testing, operations, scalability, reliability, security, code quality, testing, and observability.
  • Drive execution across multiple Agile and SAFe teams, managing dependencies, planning, metrics, risks, and delivery predictability.
  • Partner with ISSO and security teams to maintain SLA compliance and support incident response, root cause analysis, and corrective actions.
  • Manage relationships with program leadership and external stakeholders, communicating technical decisions, risks, tradeoffs, and business impact.
  • Contribute to engineering strategy, hiring plans, organizational design, standardized practices, Communities of Practice, and knowledge sharing.
  • Support business development through proposal contributions and client-facing technical discussions.

Requirements

  • 3+ years managing engineers across at least two concurrent Agile teams, including technical leads.
  • Experience running the full performance management cycle, including reviews, coaching plans, promotions, and difficult conversations.
  • Experience sourcing, hiring, closing, and onboarding engineers at scale.
  • AWS and cloud platform experience sufficient to evaluate architectures.
  • Deep knowledge of CI/CD and DevSecOps, with experience driving adoption.
  • Experience delivering data-intensive systems and pipelines at scale.
  • Demonstrated, measurable improvement in engineering delivery performance.
  • Strong stakeholder management and communication skills, including explaining technical tradeoffs to nontechnical leaders.
  • Experience in regulated or government program environments.
  • Ability to participate in client-facing technical discussions and proposal development.
  • U.S. citizenship or Green Card; Bellese does not provide sponsorship.
  • U.S. residency for at least the past three years and ability to obtain Public Trust clearance through a government background investigation.
  • Preferred: CMS or federal healthcare, SAFe, HL7 FHIR, Databricks, FedRAMP/NIST 800-53, distributed team, Section 508/WCAG, or federal proposal experience.
