Description

  • Interpret state and federal Medicaid rules, eligibility structures, benefits, coverage policies, and guidance into documented analytic logic.
  • Advise customer leadership on data feasibility, definitions, thresholds, caseloads, costs, provider capacity, and policy-change implications.
  • Build member and provider data marts, cohorts, stratification logic, registries, and extracts using SQL and Python on Foundry, Redshift, and Athena.
  • Develop customer-facing dashboards, recurring reports, Excel analyses, leadership presentations, methodology decks, and decision memos.
  • Investigate data-quality issues, reconcile source discrepancies, and establish definitions for undocumented fields and codes.
  • Serve as the senior analytic voice with state program leaders, policy and data staff, contractors, vendors, and internal teams.
  • Set priorities, scope, and timelines with Customer Management while challenging infeasible or low-value requests.
  • Own analytic workstreams, review major deliverables, establish methodology standards, and create reusable playbooks.
  • Mentor analysts and expand analytics into cost and utilization, access and equity, care management, and program performance.‌

Requirements

  • Working knowledge of health programs and managed care, with the ability to translate policy documents into analytic logic.
  • Clinical coding and claims fluency, including ICD-10, CPT/HCPCS, revenue codes, eligibility, claims, provider, NPI, NPPES, and enrollment data.
  • Advanced SQL, including CTEs, window functions, large-table performance, and data modeling to an engineering standard.
  • Demonstrable experience using AI coding and analysis tools such as Claude Code, Cursor, or similar, with strong human review and validation practices.
  • Hands-on dashboard and reporting experience with QuickSight, Power BI, Tableau, and Excel, plus executive-ready presentation skills.
  • Direct customer-facing experience with senior stakeholders and the ability to lead ambiguous analytic programs independently.
  • Sound judgment when handling sensitive data and PHI, along with compliance with security policies.
  • Preferred: state Medicaid agency, Medicaid contractor, consultancy, managed care plan, or California Medi-Cal experience.
  • Preferred: population health experience in risk stratification, registries, care management, network adequacy, or access and equity.
  • Preferred: Python, dbt, AWS analytics tools, orchestration, Jira, Confluence, GitHub workflows, and analyst mentoring experience.
