Description

  • Partner with the Director of Test Sites to define, prioritize, and execute the strategic roadmap and annual objectives for test sites and critical operational infrastructure.
  • Balance resource allocation, execution risk, growth plans, and profitability targets across program and site objectives.
  • Lead the full lifecycle of test site and classified infrastructure development, from requirements gathering and design through commissioning, maintenance, and decommissioning.
  • Manage short-term and long-term space allocation across teams and develop creative solutions to evolving space needs.
  • Develop accurate cost estimates for project stages and support on-time, on-budget delivery.
  • Help create and implement contracting strategies and commercial terms for infrastructure projects.
  • Oversee relationships with consultants, contractors, and suppliers supporting infrastructure and construction initiatives.
  • Build alignment with internal stakeholders across Engineering, IT, Security, Facilities, EHS, Legal, Growth, Deployments, and Production, as well as external partners and regulators.
  • Serve as a primary point of contact for test site and infrastructure initiatives and drive clear communication across teams.
  • Identify operational bottlenecks and risks in test site operations and infrastructure, and implement data-driven solutions to improve efficiency, security, and compliance.

Requirements

  • 8+ years of progressive experience in operational leadership roles.
  • Experience in physical infrastructure development, real estate portfolio management, specialized operational facilities, test site operations, or manufacturing environments.
  • Experience within high-growth technology, defense, or similar highly regulated industries.
  • In-depth knowledge of construction means and methods and infrastructure design principles.
  • Ability to read technical documentation such as facility drawings.
  • Proven experience designing and/or setting up new production lines or factories.
  • Experience with logistics, facilities management, and security compliance in complex operational environments.
  • Strong project and program management skills for large-scale infrastructure, construction, or strategic initiatives.
  • Demonstrated ability to deliver projects on time and within budget.
  • Solid understanding of financial planning, budgeting, detailed cost estimation, and financial reporting.
  • Excellent written and verbal communication, collaboration, and influencing skills.
  • High ownership, low ego, strong attention to detail, and a results-oriented, data-driven mindset.
  • Bachelor's degree in Engineering, Business, Operations Management, or a related field.
  • Master's degree or MBA preferred.
  • Must be eligible to obtain and maintain a U.S. Top Secret clearance.
