Description

  • Develop a two-year research portfolio advancing proportional representation research and advocacy.
  • Design an original study proposal with CSD leadership to support PR campaign goals.
  • Build comparative models using computational social choice methods and local election data to show how PR would affect outcomes, representation, and policy priorities.
  • Develop evidence-based policy outputs to support local and state efforts to adopt PR in partnership with the Election Science Task Force and coalitions.
  • Create research-supported resources for election administrators and partners implementing PR systems in jurisdictions that adopt them.
  • Advance equitable ballot design guidance and voter-facing materials to make larger voter slates clear, accessible, and transparent.
  • Strengthen research and publish guidance on communicating election results and vote tabulation in PR systems.
  • Apply and expand UCS Election Science Recommendations to improve public trust in new electoral systems.
  • Represent UCS as a spokesperson and technical expert in public forums and with media, policymakers, regulators, and stakeholders.
  • Support community-driven work by connecting research outputs to local partner organizations.

Requirements

  • Ph.D. in a relevant field must be awarded before September 1, 2026.
  • Significant coursework in the social sciences, such as political science, public policy, or sociology.
  • Expertise in the science of elections.
  • Strong quantitative research skills, including VoteKit, election modeling techniques, machine learning, or similar methods.
  • Ability to identify policy-relevant questions and communicate clearly to technical, policy, and non-technical audiences.
  • Experience with rapid response communications, messaging, and/or community organizing is strongly preferred.
  • Understanding of inequities inherent in scientific and policy fields.
  • Demonstrated interest in Justice, Equity, Diversity, Inclusion, and Accessibility, especially in science and advocacy.
  • Ability to remain in a stationary position for long periods and continuously operate a computer, mouse, and keyboard.
  • Ability to work regular business hours with occasional work outside standard hours for events, travel, or time-sensitive matters.
  • Ability to travel periodically to events, conferences, speaking engagements, UCS offices, and meetings with local community groups.
  • Comparable training and/or experience may be substituted for degrees when appropriate.
