Description

  • Design and lead statistical disclosure-control strategies for complex, high-dimensional, and multimodal health datasets.
  • Serve as an Expert Determiner and, when qualified, sign HIPAA Expert Determinations under 45 CFR §164.514(b)(1).
  • Document re-identification risk analyses and determinations to withstand independent audit.
  • Own profile-level risk methodologies, including dynamic k-anonymity thresholds, quasi-identifier ranking, suppression hierarchies, and re-determination triggers.
  • Partner with clinical informatics, Legal, security leadership, and contracts teams on modality-specific and regulatory privacy risks.
  • Incorporate HIPAA Security Rule safeguards into Privacy Rule risk determinations.
  • Mentor and supervise Privacy Biostatisticians, co-sign their work, and maintain case-history documentation.
  • Develop supplementary recipient-side controls for higher-risk modalities while maintaining statistical risk standards.
  • Improve data utility and usability while managing residual privacy risk and mitigations across the platform.

Requirements

  • Master's degree in biostatistics, statistics, epidemiology, or a related quantitative field; PhD preferred.
  • 6+ years of experience applying statistical methods to patient health information, including substantial hands-on statistical disclosure-control experience, or equivalent accelerated and documented case history.
  • Documented experience applying de-identification methodologies to real-world datasets.
  • Deep experience with structured EHR or claims data and at least one unstructured modality, such as imaging or clinical notes.
  • Ability to assess risk across the HIPAA Privacy Rule and Security Rule boundary.
  • Excellent written and verbal communication skills, including audit-ready technical documentation.
  • Demonstrated ability to mentor junior technical staff.
  • Prior formal HIPAA Expert Determination signing experience is preferred.
  • Experience analyzing risk across linked data modalities and conducting process Expert Determinations is preferred.
  • Experience with sdcMicro, dynamic or continuously revalidated risk methodologies, clinical informatics standards (HL7, FHIR, DICOM PS3.15 Annex E), genomic privacy, real-world data research, or publications is preferred.
