Description

  • Lead execution of awarded Federal Microsoft programs and ensure delivery meets contractual, technical, schedule, cost, and quality requirements.
  • Oversee delivery planning, risk management, issue resolution, and escalation for assigned programs.
  • Maintain program governance, performance reporting, customer status communications, and regular delivery review rhythms.
  • Own P&L performance across the portfolio, including revenue attainment, margin, forecasting, and cost control.
  • Partner with Finance and Contracts to manage labor mix, utilization, subcontractor performance, and overall financial health.
  • Identify, shape, and execute organic growth opportunities within existing contracts, including task orders, scope expansions, and option years.
  • Support recompete positioning, pipeline development, and transition from capture to execution in partnership with strategic leaders.
  • Serve as the primary delivery-facing relationship owner for Government Program Managers, CORs, and key stakeholders.
  • Lead, mentor, and develop Program Managers and delivery team members across the portfolio.
  • Collaborate with technical, HR, Finance, Contracts, and Security leaders to ensure aligned and compliant program execution.

Requirements

  • Bachelor’s degree in Business, Information Technology, Program Management, or a related field, or equivalent experience.
  • 12+ years of experience delivering IT solutions in the Federal sector with accountability for program performance.
  • 5+ years of leadership experience managing multiple federal programs or a portfolio of programs.
  • Proven experience with post-award program execution, including cost, schedule, scope, and quality management.
  • Demonstrated P&L accountability, including revenue delivery, margin management, forecasting, and financial risk mitigation.
  • Strong understanding of Federal contracting vehicles, task orders, option years, and contract compliance requirements.
  • Experience managing programs leveraging Microsoft-based solutions such as Azure Government, Microsoft 365 GCC/GCC High, Power Platform, or Dynamics at the delivery level.
  • Proven ability to identify, shape, and execute organic growth opportunities within existing federal contracts.
  • Experience supporting recompetes and post-award growth captures in coordination with Business Development and Capture teams.
  • Strong client management, cross-functional leadership, and executive communication skills.
  • Ability to operate effectively in a fast-paced, growth-oriented small business environment.
  • Preferred: Master’s degree in Business Administration, Program Management, or a related discipline.
  • Preferred: Active or previously held Federal security clearance, or ability to obtain one.
  • Preferred: Experience delivering within Azure Government or Microsoft-centric federal environments.
  • Preferred: Experience managing programs subject to federal security, compliance, and audit requirements.
  • Preferred: Familiarity with scaled Agile or modern delivery practices in federal environments.
  • Preferred: Background working closely with Capture, BD, and Technical Leadership during award-to-execution transition.
