Description

  • Lead strategic sourcing for Horizon program requirements, including qualifying CMMC-compliant and CUI-capable suppliers.
  • Develop and execute supply chain strategies covering supplier selection, long-term agreements, capacity planning, and supply base development.
  • Ensure procurement activities comply with ITAR, EAR, FAR/DFARS, and CMMC requirements, including export control and audit readiness.
  • Partner with engineering, manufacturing, quality, legal, compliance, and program management to align procurement with program milestones and design for manufacturability.
  • Drive supplier performance through risk management, executive business reviews, vendor scorecards, and corrective action management.
  • Manage end-to-end procurement processes, including RFx events, contract negotiations, purchase orders, and cost optimization.
  • Serve as the primary supply chain liaison for Horizon leadership and external stakeholders, providing reporting on metrics, risks, opportunities, and readiness.
  • Source and negotiate capital equipment, raw materials, machining subcontracts, and material testing services.

Requirements

  • Bachelor's degree in Supply Chain Management, Business, Engineering, or a related field.
  • 5+ years of professional experience in supply chain, sourcing, or procurement.
  • Strong understanding of CMMC, CUI, ITAR, and export control regulations.
  • Demonstrated experience supporting government or defense contracts with working knowledge of FAR/DFARS and federal compliance requirements.
  • Proven track record of negotiating contracts and managing milestone-based agreements.
  • Hands-on experience with ERP systems such as Infor LN/Lawson, SAP, Oracle, or equivalent.
  • Experience managing suppliers for complex aerospace or advanced manufacturing commodities.
  • Data-driven decision-making skills with strong analytical, reporting, and communication capabilities.
  • MBA or advanced degree in Supply Chain, Business, or Engineering is preferred.
  • Direct experience with government or defense programs, including additive manufacturing, advanced materials, specialized tooling, or CMMC-compliant manufacturing services, is preferred.
  • Familiarity with AS9100 and NADCAP standards, supplier qualifications, and audit processes is preferred.
  • Experience in New Product Development or New Product Introduction supply chains, preferably in aerospace or frontier technology, is preferred.
  • Proficiency in supplier risk assessment, cost modeling, and capacity planning is preferred.
  • Experience with Relativity Space systems such as Interstellar, Ironclad, or Teamcenter is preferred.
  • Active security clearance or prior experience in cleared environments is preferred.
  • CPSM, CSCP, or CPM certification from ISM or APICS is preferred.
