Description

  • Own engineering scope for multi-site, complex outside plant builds across aerial and underground fiber and copper systems.
  • Produce and, where applicable, seal engineering plans, splicing diagrams, loss budgets, bills of materials, and construction work prints.
  • Perform advanced loop-loss and electronics sizing, including planning field-mounted switch serving areas and network segmentation.
  • Lead constructability reviews, value engineering, and route optimization while resolving clearance, capacity, and alignment conflicts.
  • Direct and perform field surveys and verify pole, conduit, and buried-facility measurements, NESC clearances, and make-ready needs.
  • Ensure compliance with NESC, client specifications, and Pearce standards, and complete feasibility and economic analyses.
  • Author redlines and as-builts and drive corrective actions from field QA findings through closure.
  • Oversee permit packages and coordinate ROW and easements through approval.
  • Lead joint-use engineering and coordinate pole attachments, loading, and make-ready with utilities.
  • Build job budgets and forecasts, track actuals and variances, and recommend cost and schedule mitigations.
  • Establish project KPIs, run continuous-improvement actions, and conduct QA/QC gates and site inspections through closeout.
  • Maintain authoritative project records, prepare status dashboards, partner cross-functionally, and mentor junior engineers and permit staff.

Requirements

  • Extensive OSP engineering experience delivering complex, multi-discipline projects from design through closeout.
  • Project Manager experience.
  • Expertise in work order engineering, including road moves, loss budgets, splicing plans, constructability, and value engineering.
  • Hands-on field measurement experience and deep working knowledge of NESC and client or industry OSP standards.
  • Track record obtaining permits and ROW or easements, including pole attachment, loading, and make-ready coordination.
  • Experience building and tracking job budgets and performing structured QA/QC and site inspections.
  • Proficiency with PC applications and record or CAD systems.
  • Ability to use field tools such as a measuring wheel, height stick, pull finder, and laptop.
  • Experience mentoring or leading engineering teams and vendors, setting technical best practices and SOPs is preferred.
  • Familiarity with drafting, markup, documentation tools, and client portals is preferred.
  • Strong communication skills with the ability to translate technical constraints into clear decisions for stakeholders is preferred.
