Description

  • Own engineering scope for complex multi-site outside plant builds, including fiber and copper aerial and underground systems.
  • Produce and, where applicable, seal engineering plans, splicing diagrams, loss budgets, bills of materials, and construction work prints.
  • Perform advanced loop-loss and electronics sizing and plan field-mounted switch serving areas and network segmentation.
  • Lead constructability reviews, value engineering, and route optimization while resolving clearance, capacity, and alignment conflicts.
  • Direct and perform field surveys to verify pole, conduit, buried-facility measurements, NESC clearances, and make-ready needs.
  • Ensure compliance with NESC, client specifications, and Pearce standards, and conduct feasibility and economic analyses.
  • Oversee permit packages and coordinate right-of-way and easement approvals.
  • Lead joint-use engineering and coordinate pole attachments, loading, and make-ready with utilities.
  • Build job budgets and forecasts, track actuals and variances, and recommend cost and schedule mitigations.
  • Establish project KPIs, conduct QA/QC gates and site inspections, maintain records, and partner with internal teams, vendors, and junior staff.

Requirements

  • Proven experience leading complex outside plant engineering projects from design through closeout.
  • Expertise in work order engineering, including road moves, loss budgets, splicing plans, constructability, and value engineering.
  • Hands-on field measurement experience and deep working knowledge of NESC and OSP standards.
  • Track record obtaining permits, right-of-way/easements, and managing pole attachment, loading, and make-ready coordination.
  • Experience building and tracking job budgets and performing structured QA/QC and site inspections.
  • Proficiency with PC applications and record/CAD systems, plus field tools such as a measuring wheel, height stick, pull finder, and laptop.
  • Experience mentoring and leading engineering teams and vendors, setting technical best practices and SOPs preferred.
  • Familiarity with drafting, markup, documentation tools, and client portals preferred.
  • Strong communication skills with the ability to translate technical constraints into clear stakeholder decisions preferred.
