Description

  • Lead and orchestrate the development of high-quality, compliant, and competitive proposals across six practice areas and three business units.
  • Drive end-to-end proposal management for large-scale proposals from capture support through submission.
  • Shape proposal strategies by capturing differentiators and crafting winning proposal content.
  • Coordinate proposal preparation activities with management, technical leads, SMEs, pricing, contracts, and recruiting teams.
  • Support alignment of the proposal team with MetroStar’s business development lifecycle (BDLC).
  • Coach and mentor proposal contributors to improve team capability, collaboration, and consistency.
  • Direct and orchestrate large, multi-contractor team efforts under tight deadlines.
  • Manage multiple concurrent bids while keeping proposals organized, compliant, and on schedule.

Requirements

  • Eligible to obtain a Security Clearance, which requires U.S. citizenship.
  • Bachelor's degree and 10+ years of industry experience, or an equivalent combination of education and experience.
  • 8+ years of experience managing Federal government proposal development and end-to-end lifecycle processes.
  • Full understanding of Shipley Proposal Development, or another proven proposal process.
  • Track record of leading winning proposals for large, complex, or strategic opportunities in the Federal IT space.
  • Experience developing complete, concise, and compliant proposals that address solicitation requirements and evaluation criteria.
  • Ability to lead diverse, cross-functional teams under tight deadlines.
  • Strong written and verbal communication skills with experience interfacing with executives, technical SMEs, and contributors at all levels.
  • Expertise with Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint for document and version management.
  • Availability to work overtime, evenings, and weekends as needed.
