Description

  • Support cybersecurity efforts across multiple projects within the VA Health portfolio and monitor upcoming cyber priorities.
  • Communicate and provide consultative support on system security certification and accreditation and Authority to Operate (ATO) matters.
  • Coordinate and lead security and privacy activities within project teams and develop related artifacts.
  • Review system and application security controls in accordance with NIST SP 800-53 Rev. 4 and VA Handbook 6500.
  • Deliver assigned security and privacy artifacts on time and manage related program risks.
  • Work independently while coordinating proactively with internal and external stakeholders and supporting other cybersecurity professionals.
  • Support application development, maintenance, and IT operations using Agile practices.
  • Build, research, and maintain cybersecurity artifacts and documentation, including SOPs, PIA/PTA materials, reports, and meeting notes.
  • Support ATO/ATC remediation, system scans, audit preparation, ServiceNow updates, and ad hoc remediation responses.
  • Assist with security architecture and engineering efforts, including VA ISO/ISSO support, tracking systems, and troubleshooting requests.

Requirements

  • U.S. Citizen or Permanent Resident with the ability to obtain a Public Trust.
  • Bachelor’s degree in Business Administration, Business Management, Computer Science, Information Systems, Operations Research, or a related field plus 15 years of experience, or 10 additional years of experience in lieu of the degree.
  • Strong understanding and hands-on experience with FISMA, NIST SP 800-53, HIPAA, and the HITECH Act.
  • Experience achieving an ATO for projects within the VA or other federal agencies.
  • Experience supporting Information Assurance Certification and Accreditation (C&A) processes and implementing applicable NIST and CNSS IA directives, instructions, and guidelines.
  • Experience with ticketing systems such as ServiceNow.
  • Experience collaborating with internal and external enterprise technologists to resolve complex technical issues.
  • Ability to work independently with minimal guidance and to lead collaborations with project teams, customers, and stakeholders.
  • Demonstrated experience working in a remote environment.
  • Security+ or another applicable certification.
  • Experience applying security engineering concepts, processes, practices, and procedures on technical assignments across multiple mission applications.
  • Analytical and investigation skills.
  • Experience with the VA Risk and Governance Tool.
  • Experience as a VA ISSO, ISO, or System Steward is preferred.
  • Experience using the ServiceNow Continuous Authorization and Monitoring (CAM) tool is preferred.
  • Experience with Cloud Engineering and Agile/Scrum is preferred.
  • Experience with HBSS, ACAS, and NESSUS scanning, analysis, mitigation, and implementation is preferred.
  • Experience with cloud migration and security architecture is preferred.
  • Knowledge of HL7 or VistA is preferred.
  • Experience evaluating and creating POA&Ms is preferred.
  • CISSP certification is preferred, with CISM also listed as preferred and CEH, GSEC, or Security+ accepted.
