Description

  • Lead planning and end-to-end execution of platform modernization from discovery workshops through implementation.
  • Manage cross-functional delivery teams, including developers, architects, analysts, UX designers, and QA professionals.
  • Coordinate communication and collaboration among stakeholders across multiple government agencies.
  • Define project scope, objectives, success metrics, plans, schedules, and milestones.
  • Monitor delivery progress and balance scope, schedule, budget, quality, and stakeholder expectations.
  • Identify, mitigate, and plan contingencies for project risks and issues.
  • Ensure compliance with federal and state IT governance, security policies, and data standards.
  • Apply Agile or hybrid project management practices, including status reporting, quality control, and change management.
  • Facilitate stakeholder meetings, steering committee updates, and user outreach.
  • Lead organizational change management, training, user-adoption, and transition-to-operations planning.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Business, or a related field.
  • 8+ years of IT project management experience, including 3+ years in a senior or lead role.
  • Experience managing large-scale software implementation or modernization projects.
  • Demonstrated delivery of complex public-sector or enterprise IT projects while balancing scope, time, cost, and quality.
  • Knowledge of SDLC and project management methodologies, including PMP and Agile/Scrum.
  • Strong stakeholder management and communication skills across technical teams and executive-level stakeholders.
  • Experience with vendor management and government procurement processes.
  • Ability to lead cross-functional teams and coordinate multiple agencies or departments.
  • PMP or Certified Scrum Master (CSM) certification (preferred).
  • Experience with government transformation, permitting or regulatory systems, digital initiatives, DevSecOps, OCM, and tools such as Microsoft Project, Jira, or Trello (preferred).
