Description

  • Lead end-to-end delivery of a multi-agency system modernization project through discovery and implementation phases.
  • Oversee planning and execution of platform modernization, including discovery workshops and implementation activities.
  • Manage cross-functional teams including developers, architects, analysts, UX designers, and QA.
  • Coordinate with stakeholders across government agencies and maintain clear communication and collaboration.
  • Define project scope, objectives, success metrics, plans, schedules, and milestone tracking.
  • Monitor progress, manage budgets and timelines, and ensure delivery within scope, quality, and cost targets.
  • Identify, assess, and mitigate project risks and issues, including contingency planning.
  • Ensure compliance with federal and state IT governance, security policies, and data standards.
  • Implement project management practices, including Agile or hybrid methodologies, status reporting, quality control, and change management.
  • Facilitate stakeholder meetings, steering committee updates, user outreach, training, adoption planning, and transition to operational support.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Business, or a related field.
  • 8+ years of IT project management experience, including at least 3+ years in a senior or lead role.
  • Experience managing large-scale software implementation or modernization projects.
  • Demonstrated success delivering complex public sector or enterprise IT projects.
  • Strong knowledge of SDLC and project management methodologies such as PMP and Agile/Scrum.
  • Exceptional stakeholder management and communication skills with ability to liaise between technical teams and executive leaders.
  • Experience with vendor management and procurement processes in government projects.
  • Proven ability to lead cross-functional teams and coordinate multiple agencies or departments.
  • Solid risk management, problem-solving, and decision-making skills in high-visibility projects.
  • PMP or Certified Scrum Master (CSM) certification preferred.
  • Prior experience with state government transformation initiatives or permitting/regulatory system projects preferred.
  • Familiarity with environmental permitting processes, regulatory compliance, or public sector permitting offices is a strong plus.
  • Knowledge of federal and state digital initiatives such as FAST-41 or federal Permitting Dashboard alignment and data standards.
  • Experience using Microsoft Project, Jira, Trello, or similar collaboration tools.
  • Strong understanding of Agile frameworks and DevSecOps principles in a government context.
  • Change management or Organizational Change Management (OCM) experience on IT system rollouts.
