Description

  • Develop the overall architecture blueprint and technology roadmap for system modernization across application, data, integration, and infrastructure layers.
  • Analyze existing systems and data flows and design integration strategies for legacy systems and external state and federal databases.
  • Select and recommend appropriate technology stacks using a modular, best-fit approach for each component.
  • Ensure the architecture meets security and compliance requirements, including identity management, encryption, and role-based access controls.
  • Architect cloud-ready, scalable solutions with high availability and disaster recovery for high-volume permit data and documents.
  • Define API and integration standards for interoperability with GIS services, document management, payment processing, and other systems.
  • Provide technical oversight during implementation by reviewing designs and code and guiding engineering teams.
  • Incorporate AI-driven tools and workflow automation where they add value, ensuring secure and effective implementation.
  • Collaborate with project managers, business analysts, and UX designers to align technical solutions with user requirements and user experience.
  • Stay current on emerging technologies and public sector IT trends and recommend improvements to performance, maintainability, and user satisfaction.

Requirements

  • Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related field; master’s degree preferred.
  • 10+ years of experience in software development and architecture, including at least 5 years in a solutions architect or lead architect role.
  • Experience designing and implementing enterprise-scale systems, preferably in government or other regulated industries such as finance or healthcare.
  • Deep understanding of enterprise architecture principles and patterns, including modular design, microservices, and SOA.
  • Hands-on experience with integration techniques such as RESTful APIs, message queues, and ETL.
  • Knowledge of government security standards and compliance frameworks such as NIST 800-53, FedRAMP, and FISMA.
  • Proficiency with cloud platforms such as AWS, Azure, or Google Cloud and cloud-native application design.
  • Experience with identity and access management, authentication protocols, and data encryption for sensitive government data.
  • Strong database and data architecture knowledge, including SQL, NoSQL, data governance, and inter-agency data sharing.
  • Excellent analytical, problem-solving, communication, and leadership skills for translating requirements into technical designs.
  • Experience with government permitting, licensing, or regulatory systems architecture is preferred.
  • Familiarity with enterprise architecture frameworks and modeling tools such as TOGAF and FEAF is preferred.
  • Experience with AI/ML, robotic process automation, or GIS integrations in government modernization projects is preferred.
  • Knowledge of Section 508 and WCAG accessibility standards is preferred.
  • Certification such as AWS Certified Solutions Architect, Google Professional Cloud Architect, or Microsoft Certified Azure Solutions Architect is preferred.
  • Experience implementing DevSecOps or CI/CD pipelines and working with Docker or Kubernetes is preferred.
  • Understanding of state procurement and IT approval processes is preferred.
  • Public sector consulting experience or direct government IT experience is a plus.
  • Must be eligible to work in the U.S. without visa sponsorship.
