Description

  • Maintain relationships with Ministries of Health, GFATM country coordinating mechanisms, development partners, and other implementing partners on Evidence Action’s behalf.
  • Conduct stakeholder mapping to identify decision-makers and influencers related to GFATM proposal decisions and domestic funding commitments.
  • Advocate for prioritization of dual HIV/syphilis or triple HIV/syphilis/hepatitis B elimination in multi-stakeholder forums.
  • Participate in GC8 planning, budgeting, quantification, and proposal writing meetings with Ministry of Health stakeholders.
  • Provide technical input on integrating HIV/syphilis dual tests and benzathine penicillin into GC8 funding requests.
  • Support the development and revision of national policies, guidelines, strategic plans, and operational plans related to dual/triple elimination.
  • Draft or review GC8 proposal sections related to PMTCT and congenital syphilis elimination and provide technical feedback on submissions.
  • Assist with implementation roadmaps, monitoring and evaluation frameworks, commodity quantification, and gap analysis for the proposal process.
  • Use and adapt Evidence Action tools and toolkits such as quantification calculators, budget templates, and policy alignment frameworks.
  • Facilitate virtual meetings, coordinate logistics for potential in-country visits, and support workshops or meetings related to GC8 proposal development.

Requirements

  • 10+ years of relevant professional experience in global health.
  • Experience supporting or participating in Global Fund proposal and budgeting processes, ideally across multiple funding cycles.
  • Experience providing technical assistance to Ministries of Health in the intended country.
  • Deep knowledge of PMTCT programming and service delivery.
  • Strong understanding of maternal and child health systems in low- and middle-income countries.
  • Familiarity with Global Fund application requirements, templates, and review processes.
  • Experience developing policy documents, strategic plans, and operational guidelines.
  • Understanding of health systems strengthening and integration approaches.
  • Proactive problem-solving ability and strong relationship-building skills with government officials and technical partners.
  • Oral and written fluency in English; French and/or Portuguese fluency required where relevant, and priority given to candidates based in or from selected focal countries.

Benefits

  • Contract duration from contracting through December 2026.
  • Up to 45 days of work per country.
  • Travel expenses reimbursed in accordance with Evidence Action policies.
  • No routine domestic travel expected for consultants based in the focal country, except for GC8-related meetings outside the capital.
