Description

  • Maintain and manage relationships with key stakeholders (Ministries of Health, GFATM country coordinating mechanisms, development partners, implementing partners) on behalf of Evidence Action.
  • Conduct stakeholder mapping to identify decision‑makers and influencers for GFATM/GC8 proposal and domestic funding decisions.
  • Advocate for prioritization of dual (HIV & syphilis) or triple (HIV, syphilis & hepatitis B) elimination in multi‑stakeholder forums.
  • Participate in GC8 planning, budgeting, quantification, and proposal writing meetings and provide technical input on integrating HIV/syphilis dual tests and benzathine penicillin (BZP) into funding requests.
  • Support development and revision of national policies, guidelines, strategic plans, operational plans, and GC8 proposal sections related to PMTCT and congenital syphilis elimination.
  • Conduct commodity quantification for dual HIV/syphilis tests and benzathine penicillin and adapt Evidence Action tools (quantification calculators, budget templates, policy alignment frameworks) to country needs.
  • Review costing and cost‑benefit analyses and support gap analysis to identify bottlenecks in the GC8 proposal process.
  • Develop or support implementation roadmaps and M&E frameworks as needed and share technical documents produced for GC8 proposal support.
  • Facilitate virtual meetings between Evidence Action staff and in‑country stakeholders, arrange logistics for potential in‑country visits, and support organization of up to two meetings/workshops related to GC8 proposal development.
  • Prepare and submit monthly progress reports, share technical deliverables, and submit a final country‑specific summary report; contribute to cross‑country learning and feedback on tools/toolkits.

Requirements

  • 10+ years of relevant professional experience in global health.
  • Demonstrated experience supporting and/or participating in Global Fund proposal and budgeting processes, ideally across multiple funding cycles (GC8 experience preferred).
  • Proven experience providing technical assistance to Ministries of Health in the intended country or similar contexts.
  • Deep technical knowledge of PMTCT (HIV prevention of mother‑to‑child transmission) programming and service delivery and strong understanding of maternal and child health systems in low‑ and middle‑income countries.
  • Familiarity with Global Fund application requirements, templates, and review processes and experience developing policy documents, strategic plans, and operational guidelines.
  • Experience with commodity quantification, costing/cost‑benefit analysis, and use/adaptation of quantification and budgeting tools.
  • Strong relationship‑building skills with government officials and technical partners, and the ability to take initiative, identify solutions, and make actionable recommendations.
  • Priority will be given to candidates based in or from selected focal countries.
  • Oral and written fluency in English; French and/or Portuguese fluency required for countries where those languages are spoken.
  • Availability for the contract period (upon contracting through December 2026) with a level of effort of up to 45 days per country and anticipated support of up to ~16 hours per week (consultants may be asked to support one or multiple focal countries).
