Description

  • Design, develop, and implement the MLE system for the Kangaroo Mother Care pilot in coordination with global and country teams.
  • Review and revise the pilot MLE concept note, proposal, and budget to align assumptions, gaps, and program needs.
  • Design formative research and develop data collection tools to assess bedside log reliability and feasibility of proposed data systems.
  • Support or lead in-country data collection, analysis, and documentation of formative research findings.
  • Finalize the evaluation framework, including indicators, sampling approach, sample size calculations, methodology, and data flow documentation.
  • Design and implement a process monitoring plan to track implementation fidelity, data quality checks, and facility follow-up.
  • Develop and pilot all data collection instruments, including bedside logs, neonatal register additions, ward summaries, facility surveys, and validation tools.
  • Oversee baseline and endline survey implementation, including enumerator training, quality monitoring, and reporting.
  • Conduct data validation exercises and produce program performance reports, dashboards, and adjusted estimates.
  • Support pilot reporting, learning synthesis, and recommendations for adaptation and scale-up decisions.
  • Participate in regular coordination meetings and provide MLE input to government partnership discussions and MOU development.
  • Flag emerging risks, timeline issues, and scope changes proactively to the Global MLE Strategy Director.

Requirements

  • Advanced degree in public health, epidemiology, statistics, public policy, or a related field.
  • Minimum 5 years of MLE experience in global health programs.
  • Demonstrated experience designing and implementing MLE systems for facility-based and community-based health programs in low- and middle-income countries.
  • Strong quantitative skills, including sampling design, survey implementation, and data analysis.
  • Proficiency in Stata or an equivalent statistical software package is required.
  • Experience developing data quality assessment and verification methodologies.
  • Demonstrated ability to work independently and manage MLE workstreams with limited in-country support.
  • Excellent written communication skills for clear, decision-oriented reports for program and donor audiences.
  • Fully remote role open to candidates in any country who are legally authorized to work as a consultant in their country of residence.
  • Preferred time zones are GMT-5 to GMT+2 for overlap with Evidence Action’s country and global teams.
