Description

  • Manage NRC licensing workstreams, including Early Site Permits (ESP), Combined Licenses (COL), Construction Permits (CP), Operating Licenses (OL), amendments, exemptions, and regulatory commitments.
  • Oversee environmental review processes, including NEPA-related studies, environmental reports, site characterization, and related documentation.
  • Prepare and submit licensing filings and responses to NRC Requests for Additional Information (RAIs) in coordination with licensing subject matter experts.
  • Maintain integrated schedules for regulatory milestones and track progress across licensing and permitting workstreams.
  • Manage non-nuclear permitting and approvals, including water withdrawal and discharge, stormwater, wetlands, air, and construction-related permits.
  • Coordinate with federal, state, and local agencies and other regulatory bodies to keep permitting aligned with overall project timelines.
  • Manage consultant and vendor scopes of work, task authorizations, agreements, and deliverable review across licensing, environmental, engineering, and advisory teams.
  • Monitor contractor performance against schedule and cost baselines and review invoices for compliance with earned value management reporting requirements.
  • Develop budgets, forecast expenditures, and report performance metrics for licensing, permitting, and regulatory activities.
  • Identify regulatory, environmental, and permitting risks and develop mitigation strategies with workstream subject matter experts.

Requirements

  • Bachelor's degree in engineering, nuclear science, or a related technical discipline.
  • 7+ years of experience managing complex infrastructure or power plant delivery projects.
  • Experience with nuclear regulatory or non-nuclear permitting workstreams.
  • Hands-on experience with NRC new plant licensing processes such as ESP, COL, or CP/OL.
  • Experience with environmental review processes, including NEPA or equivalent.
  • Experience with non-nuclear permitting across federal, state, and local agencies.
  • Experience in consultant and contract management, including scope, schedule, cost, and earned value reporting.
  • Experience with risk identification, mitigation planning, and risk register management.
  • Familiarity with nuclear QA program requirements, including 10 CFR 50 Appendix B and NQA-1 expectations.
  • Preferred experience working with nuclear reactor vendors, nuclear project developers, or nuclear licensing/permitting contractors.
  • Preferred familiarity with advanced reactor technologies, including SMRs.
  • PMP certification or an equivalent project management credential is preferred.
