Description

  • Lead and manage a comprehensive 16-week assessment plan focused on operational stability and modernization readiness from inception through delivery, with an option to continue into implementation.
  • Serve as the primary technical authority and strategic advisor for the modernization/migration effort, ensuring integrity of assessments and quality of technical recommendations.
  • Engage directly with system developers, maintainers, partners, and users to gather inputs, validate findings, and shape actionable recommendations.
  • Identify architectural risks and develop robust mitigation and stabilization strategies to support coexistence with COTS modernization efforts.
  • Review and validate stabilization recommendations for technical feasibility and long-term viability.
  • Ensure all outputs are disciplined, technically credible, and informed by rigorous risk analysis and governance considerations.
  • Provide high-level briefings and strategic advice to executive stakeholders, translating complex technical findings into actionable business insights.
  • Inspire and guide cross-functional product teams to align on product vision, goals, and product lifecycle activities during the modernization effort.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related technical field (Master’s preferred).
  • 7+ years of professional experience in technical leadership or advisory roles.
  • 7+ years experience in legacy system modernization advisory, enterprise architecture assessment, infrastructure transition and decoupling strategies, risk mitigation planning, and governance-aligned program leadership.
  • Proven track record with complex interdependent application environments, application and infrastructure modernization, and modernization/migration planning and roadmapping.
  • Experience ensuring security and operational stabilization during modernization efforts.
  • Strong knowledge of modern technologies and agile methodologies and ability to make data-informed decisions.
  • Demonstrated written and verbal communication skills and ability to manage change with diverse stakeholders.
  • Ability to inspire and motivate cross-functional product teams and provide guidance through the product lifecycle.
  • U.S. Citizenship or Permanent Residency required and must reside in the Continental U.S. (Pennsylvania location is a plus).
  • Depending on the government agency, willingness/ability to undergo a public trust background check or obtain security clearance may be required.

Benefits

  • Likely salary range: $145,000–$168,000 per year (final compensation based on experience, location, and contractual requirements).
  • Remote-first company and fully remote role (must reside in the Continental U.S.).
