Description

  • Define the vision, operational approach, and goals for a new Medicaid Bureau under client leadership direction.
  • Facilitate discussions with state Medicaid agencies and stakeholders to align deliverables with policy and organizational objectives.
  • Translate state priorities and complex policy concepts into actionable program plans and operational guidance.
  • Draft and revise policy documents, implementation frameworks, operational blueprints, and client-ready deliverables.
  • Develop recommendations on Medicaid payment reform, reimbursement, care delivery models, and alternative payment methodologies.
  • Maintain project workplans and track risks, dependencies, and unresolved policy questions.
  • Collaborate with consulting team members on strategic planning, peer reviews, quality assurance, and unified client delivery.
  • Serve as a thought partner to client leadership on Medicaid program design and implementation.

Requirements

  • Deep knowledge of state Medicaid policy, including managed care, fee-for-service systems, waiver authorities, care management, and program administration.
  • Expertise with HCBS waiver programs, including eligibility, care management, provider requirements, and operational implementation.
  • Demonstrated expertise with the New York State Children’s Waiver; equivalent out-of-state Medicaid experience may be considered.
  • Experience serving children with medical complexity, medically fragile children, or other high-need pediatric populations.
  • Experience establishing or operationalizing state government units or bureaus, including documentation and implementation planning.
  • Significant experience developing Medicaid policies, operational guidance, implementation plans, and complex client-facing deliverables.
  • Experience with Medicaid payment reform, reimbursement strategies, care delivery models, APMs, or value-based payment arrangements.
  • Exceptional written and verbal communication skills and the ability to analyze complex policy and financing issues.
  • Must be eligible to work in the United States; sponsorship is unavailable.
  • Ability to work 20–40 hours per week; 40 hours are not guaranteed.
  • Ability to sit, stand, communicate, use technology for extended periods, and occasionally lift up to 20 pounds.
