Description

  • Oversee all operations of an affordable housing portfolio, including personnel, leasing, maintenance, administration, finance, and risk management.
  • Ensure compliance with Equal Housing Opportunity, Affirmative Fair Housing, LIHTC, Section 8, regulatory, funding, contract, and reporting requirements.
  • Review files, conduct physical inspections and semi-annual inspections, and interact with regulatory agencies.
  • Screen, hire, train, coach, counsel, and develop on-site staff while managing performance issues and staffing compliance.
  • Approve timesheets, salary requests, evaluations, and counseling documentation, and coordinate with Regional leadership and HR.
  • Develop annual operating budgets and forecasts, monitor income and expenses, and support net operating income goals through cost control and revenue improvements.
  • Monitor rent collections, deposits, vendor invoices, contracts, and property closeout reporting for accuracy and timeliness.
  • Create annual marketing plans, implement leasing strategies, and support resident retention and satisfaction initiatives.
  • Respond to resident complaints and requests, and ensure effective move-ins, lease execution, and follow-up procedures.
  • Oversee administrative reporting, emergency response, maintenance turnaround, property appearance, and rehabilitation activities.

Requirements

  • Affordable housing experience, including LIHTC.
  • Prior experience as a Regional Manager.
  • High school diploma or equivalent required; bachelor’s degree preferred, or four years of experience in the housing industry, or one to two years of related experience/training, or equivalent combination of education and experience.
  • Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
  • Basic computer skills required and ability to perform all on-site software functions.
  • Basic knowledge of Fair Housing laws and OSHA requirements.
  • Ability to travel 25-50% of work time annually.
  • Experience with Section 8 policies and procedures preferred.
  • This is a safety-sensitive position and may be subject to additional compliance requirements.
