Description

  • Lead integrated task order execution across program, product, technical, financial, resource, communications, risk, schedule, and quality activities.
  • Serve as the primary contractor point of contact for VA contracting, program, CORP leadership, product line, and other Government stakeholders.
  • Develop and maintain the Contractor Project Management Plan, work plans, schedules, staffing plans, risk registers, reports, and deliverables.
  • Monitor performance, identify deviations and risks, develop mitigation strategies, and escalate issues affecting cost, schedule, quality, or performance.
  • Manage staffing, resource allocation, onboarding, training, utilization, performance coordination, offboarding, and Government-furnished equipment.
  • Coordinate emerging requirements and develop execution plans for optional or evolving work.
  • Oversee contract deliverable quality control, submission, version management, repository maintenance, and Section 508 compliance where applicable.
  • Lead meeting governance, executive reporting, financial tracking, stakeholder communications, and management briefings.
  • Coordinate cross-functional support across product management, engineering, architecture, security, DevSecOps, quality assurance, release management, and change management.
  • Manage contractor performance, process improvement, transition activities, knowledge transfer, and continuity of operations.

Requirements

  • Bachelor’s degree, or an associate degree plus 4 additional years of experience, or 8 additional years of experience without a degree.
  • At least 8 years of experience.
  • Experience managing contract performance across scope, schedule, cost, quality, staffing, risk, communications, deliverables, and customer satisfaction.
  • Experience leading multidisciplinary teams across program management, product management, finance, engineering, cybersecurity, architecture, DevSecOps, quality assurance, change management, and communications.
  • Experience developing program management plans, work plans, integrated schedules, staffing plans, risk registers, status reports, executive briefings, and contract deliverables.
  • Strong knowledge of Agile and hybrid delivery environments, product-centric delivery, backlog priorities, dependencies, milestones, risks, and release activities.
  • Experience with federal IT governance, performance reporting, contract deliverables, resource management, and customer-facing program reviews.
  • Strong communication and executive reporting skills with Government executives, contracting officials, technical leaders, product owners, subcontractors, and delivery teams.
  • Working knowledge of Microsoft 365, Microsoft Project, Teams, SharePoint, Jira, Confluence, ServiceNow, or comparable tools.
  • Ability to meet VA personnel security, background investigation, training, access, privacy, and information security requirements; PMP certification and federal IT program experience are preferred.
