Description

  • Manage the full life cycle and successful delivery of the capital improvement program through program controls.
  • Oversee schedule management, estimate validation, contract administration, and performance metrics.
  • Ensure timely and on-budget completion of program elements.
  • Manage program risks and ensure delivery within established controls and quality expectations.
  • Prepare written and graphic reports on capital improvement program performance.
  • Develop and implement mitigation procedures to reduce and manage program risks.
  • Develop schedules that identify linkages between individual project elements and establish a prioritized plan of action.
  • Create a Program Controls Handbook for use by the Authority.
  • Review existing program controls and recommend improvements to management mechanisms used by the PAS team.
  • Perform additional comparable or related services as assigned.

Requirements

  • Civil Engineer with 10 years of experience as a Programs Control Specialist.
  • Experience managing program controls for capital improvement programs or similar large-scale projects.
  • Experience with schedule development and dependency mapping between project elements.
  • Experience with estimate validation, contract administration, and performance metrics.
  • Experience in risk management and mitigation planning.
  • Ability to prepare written and graphic reports on program performance.
  • Ability to develop a Program Controls Handbook.
  • Ability to review and improve existing control and management processes.
  • Ability to perform related services as needed.
