Description

  • Identify, qualify, and develop new DoD and DoE manufacturing and repair facility opportunities.
  • Build and maintain a live pipeline of 20+ target facilities through disciplined discovery and outreach.
  • Engage program managers, operations directors, facility leads, and contracting officers early in the acquisition lifecycle.
  • Shape requirements and position Mass Group before formal solicitations.
  • Own business development for existing defense customers and drive upsell and expansion across Tier 1 accounts.
  • Deliver the company’s capture playbook by targeting the right facilities and advancing qualified opportunities to the Capture Manager.
  • Map opportunities to the appropriate acquisition pathway using vehicles such as GSA, IDIQ/BPA, and set-aside lanes.
  • Leverage partnerships as a credentialing asset to open program office doors and strengthen competitive positioning.
  • Feed field intelligence back to leadership to refine the ICP, messaging, and value proposition.
  • Collaborate with capture teams on win strategy, competitive analysis, teaming structure, and proposals.

Requirements

  • 7+ years of federal business development, capture, or account management experience in DoD or DoE.
  • Direct exposure to manufacturing, depot operations, MRO, or defense industrial base environments.
  • Relationships or proven ability to build relationships quickly at sites such as Tobyhanna, Crane, Anniston, NNSA facilities, or comparable DoD/DoE sites.
  • Fluency in federal acquisition processes including FAR/DFARS, IDIQ/BPA structures, GSA schedule, and set-aside vehicles.
  • Technical depth to discuss digital work execution, asset/calibration management, equipment reliability, and air-gapped manufacturing constraints with operations leaders.
  • Hunter mindset with experience building pipeline from scratch and qualifying opportunities rigorously.
  • Experience supporting capture work including win strategy, competitive analysis, teaming structure, and proposals.
  • Preferred Secret clearance or TS/SCI; must be able to obtain TS if requested.
  • U.S. citizenship required.
  • Ability to travel approximately once per quarter, with potentially more travel at the start.
  • Comfort working in an early-growth, mission-driven environment where processes are still being built.
