Description

  • Serve as the primary point of contact for assigned external government clients.
  • Facilitate requirement-gathering sessions with client stakeholders.
  • Translate contractual, regulatory, and operational needs into actionable system requirements.
  • Communicate delivery status, scope changes, and tradeoffs clearly and professionally.
  • Serve as the requirements owner for a dedicated Scrum team.
  • Prioritize backlog items in alignment with stakeholder needs and funding commitments.
  • Participate in sprint planning, refinement, reviews, and retrospectives.
  • Review, analyze, and evaluate business needs to define scope and objectives.
  • Produce detailed workflows and specifications.
  • Maintain organized documentation in Agile tools such as Jira and Confluence.
  • Serve as a liaison between business stakeholders and technical teams.
  • Support QA and user acceptance testing.
  • Identify process improvements, risks, ambiguities, and dependency conflicts.
  • Contribute to reporting and data-informed decision-making.

Requirements

  • 4–7 years of experience in business analysis, systems analysis, or technical product management.
  • Experience working on moderately complex software initiatives.
  • Strong requirements documentation and backlog management skills.
  • Experience working in Agile/Scrum environments.
  • Experience interacting directly with external clients or stakeholders.
  • Strong written and verbal communication skills, including executive-level communication.
  • Ability to manage competing priorities across internal teams and external clients.
  • Bachelor’s degree or equivalent experience.
  • Experience formally serving as a Product Owner or Scrum Master in an agile environment (nice to have).
  • Professional certification in Agile or Scrum (nice to have).
  • Experience in government (B2G) or public-sector technology projects (nice to have).
  • Exposure to LMS, EdTech, workforce registry, or compliance-driven systems (nice to have).
  • Familiarity with SaaS or cloud-based platforms (nice to have).
  • SQL or reporting familiarity (nice to have).
  • Experience collaborating with offshore engineering teams (nice to have).
