Description

  • Lead technical components of evaluation projects and provide methodological guidance on research design and analytical techniques.
  • Independently execute complex data collection, analysis, and interpretation tasks to produce rigorous results.
  • Oversee quality control, documentation, reporting, and adherence to project timelines and budgets.
  • Communicate evaluation methods and findings to senior stakeholders and brief program leaders on results.
  • Support proposal development and help ensure stakeholder understanding and alignment on recommendations.
  • Design data collection methods such as surveys and sampling plans and apply advanced statistical techniques.
  • Ensure project activities meet regulatory, ethical, and contractual requirements.
  • Produce and review technical documentation, including methodologies, reports, and briefs.
  • Resolve complex research challenges independently and contribute to process and methodology improvements.
  • Mentor and guide junior staff and collaborate with clients and internal team members.

Requirements

  • Master's degree in public health, epidemiology, social science, evaluation research, or a closely related field.
  • At least 5 years of relevant professional experience.
  • Experience conducting national assessments of program inputs, activities, and outputs to determine program value and improve performance.
  • Experience developing evaluation plans, evaluation questions, indicators, and reporting findings from quantitative and qualitative data.
  • Experience developing large-scale program logic models and facilitating internal and external partner meetings.
  • Knowledge of rules, procedures, and principles governing intramural and extramural program development, monitoring, and evaluation.
  • Strong attention to detail and demonstrated ability to execute instructions.
  • Intermediate experience with Microsoft Office, Microsoft Teams, and SharePoint.
  • Previous experience working with government procedures and guidelines.
  • Proven ability to use and manage CDC Administrative Systems or similar systems, including HUMAN SUBJECTS, OMB AND IRB, and E-Clearance.
  • Foundational knowledge of literature reviews, policy analysis, qualitative research techniques, and data synthesis.
  • Intermediate experience with AI tools and their limitations and risks for supporting project management tasks.
