Description

  • Advise program teams and government partners on data architecture, quality, interoperability, metadata, governance, privacy, and appropriate data use.
  • Translate public health needs into data requirements and identify system fragmentation, quality issues, and workflow barriers.
  • Identify, assess, and prioritize AI and advanced analytics opportunities based on public health value, feasibility, equity, privacy, safety, and sustainability.
  • Develop practical frameworks, guidance, decision tools, and review processes for data and AI initiatives.
  • Build organizational capability through training, coaching, communities of practice, and practical learning opportunities.
  • Support digital product and innovation initiatives while aligning data, AI, infrastructure, cybersecurity, and data protection requirements.
  • Capture and share evidence and lessons from data, digital, and AI initiatives across programs and countries.
  • Advise governments and external partners and represent RTSL in global health data, digital public goods, and responsible AI forums.
  • Collaborate with Legal, IT, Shared Services, Development, Communications, funders, vendors, and implementation partners on governance, procurement, compliance, and partnerships.

Requirements

  • At least 12 years of progressively responsible experience in data, digital health, health information systems, analytics, applied AI, or related fields.
  • Experience in global public health and collaboration with Ministries of Health, national public health institutes, or government health institutions across multiple countries.
  • Demonstrated experience with data architecture, interoperability, data standards, metadata, governance, information flows, or data quality.
  • Experience translating complex public health problems into practical data, digital, analytics, or AI solutions.
  • Experience assessing digital or AI initiatives for feasibility, value, risk, sustainability, and organizational readiness.
  • Strong knowledge of public health systems thinking, data governance, interoperability, and responsible AI principles.
  • Ability to work effectively with technical and non-technical stakeholders, structure ambiguous problems, and influence across organizational boundaries.
  • Excellent facilitation, stakeholder management, written, and verbal communication skills, with strong cultural awareness.
  • Master’s degree or equivalent advanced training in public health, health informatics, digital health, data science, epidemiology, health policy, computer science, information systems, or a related field.
  • Ability to work remotely in a globally distributed organization and travel internationally as needed; familiarity with FHIR/HL7, DHIS2, OpenMRS/OpenHIE, WHO SMART Guidelines, digital public goods, or public health AI is preferred.
