Description

  • Own engineering scope for multi-site, complex outside plant builds across fiber and copper aerial and underground systems.
  • Produce and, where applicable, seal engineering plans, splicing diagrams, loss budgets, BOMs, and construction work prints.
  • Perform advanced loop-loss and electronics sizing, including planning field-mounted switch serving areas and network segmentation.
  • Lead constructability reviews, value engineering, and route optimization to resolve clearance, capacity, and alignment conflicts.
  • Direct and perform field surveys to verify pole, conduit, and buried-facility measurements and NESC clearances.
  • Ensure compliance with NESC, client specifications, and Pearce standards, including feasibility and economic analyses.
  • Oversee permit packages and coordinate ROW/easements through approval.
  • Lead joint-use engineering for pole attachments, loading, and make-ready work with utilities and agencies.
  • Build job budgets and forecasts, track actuals and variance drivers, and recommend cost or schedule mitigations.
  • Establish project KPIs and drive continuous-improvement actions, QA/QC gates, site inspections, and closeout documentation.
  • Maintain authoritative records, prepare executive-ready status reports, and keep internal and client systems current.
  • Partner with project managers, construction, permitting teams, and vendors, while mentoring junior engineers and permit staff.

Requirements

  • Extensive OSP engineering experience delivering complex, multi-discipline projects from design through permit, construction readiness, and closeout.
  • Project Manager experience.
  • Expertise in work order engineering, including road moves, loss budgets, splicing plans, constructability, and value engineering.
  • Hands-on field measurement experience.
  • Deep working knowledge of NESC and client or industry OSP standards.
  • Proven track record obtaining permits and ROW/easements and coordinating pole attachment, loading, and make-ready work.
  • Experience building and tracking job budgets and performing structured QA/QC and site inspections.
  • Proficiency with PC applications and record or CAD systems.
  • Ability to use field tools such as a measuring wheel, height stick, pull finder, and laptop.
  • Preferred: experience mentoring or leading engineering teams and vendors, with ability to set technical best practices and SOPs.
  • Preferred: familiarity with drafting, markup, documentation tools, and client portals.
  • Preferred: strong communication skills and ability to translate technical constraints into clear stakeholder decisions.
