Description

  • Own engineering scope for multi-site and complex outside plant builds across aerial, underground, pole, direct-buried, and conduit systems.
  • Produce and seal engineering plans, splicing diagrams, loss budgets, bills of materials, and construction work prints.
  • Perform advanced loop-loss and electronics sizing, including planning field-mounted switch serving areas and network segmentation.
  • Lead constructability reviews, value engineering, and route optimization to resolve clearance, capacity, and alignment conflicts.
  • Direct and perform field surveys to verify pole, conduit, and buried-facility measurements, NESC clearances, and make-ready needs.
  • Ensure designs comply with NESC, client specifications, and Pearce standards while conducting feasibility and economic analyses.
  • Oversee permit packages and coordinate right-of-way and easement approvals with municipalities, counties, and states.
  • Lead joint-use engineering and coordinate pole attachments, loading, and make-ready with utility partners.
  • Build job budgets and forecasts, track actuals and variances, and recommend cost and schedule mitigations.
  • Maintain records, prepare status dashboards, partner with project teams and vendors, and mentor junior engineers and permit staff.

Requirements

  • Extensive experience leading complex outside plant engineering projects from design through permit, construction readiness, and closeout.
  • Expertise in work order engineering, including road moves, loss budgets, splicing plans, constructability, and value engineering.
  • Hands-on field measurement experience and deep working knowledge of NESC and client or industry OSP standards.
  • Proven track record obtaining permits and ROW or easement approvals and coordinating pole attachment, loading, and make-ready work.
  • Experience building and tracking job budgets and performing structured QA/QC and site inspections.
  • Proficiency with PC applications and record or CAD systems, plus the ability to use field tools such as a measuring wheel, height stick, pull finder, and laptop.
  • Experience mentoring or leading engineering teams and vendors, with an ability to establish technical best practices and SOPs (preferred).
  • Familiarity with drafting, markup, documentation tools, and client portals (preferred).
  • Strong communication skills with the ability to translate technical constraints into clear stakeholder decisions (preferred).
  • Ability to work in or serve the I-5 corridor between South of Salem and North of Roseburg (preferred).
