Description

  • Manage the full contract capture process from identification, qualification, pursuit through award and transition, reporting to the COO of Business Development.
  • Develop and execute state-focused capture and client engagement strategies including go/no-go and bid/no-bid decisions.
  • Perform full life-cycle capture activities: strategic positioning, competitive analysis, client outreach, partner identification, and price-to-win development.
  • Build and maintain account plans and detailed capture plans for targeted states, departments, and agencies.
  • Identify and nurture client and teaming partner relationships to generate agency-, program-, and opportunity-level insight.
  • Engage and empower Nava subject matter experts and engineers to align past performance, refine technical solutions, and produce compliant, compelling proposals.
  • Lead and participate in proposal activities including compliance checks, gap analyses, proposal writing, color teams, and follow-on award activities.
  • Structure client engagement, decision-support tooling, and internal processes to organize capture teams and guide SME contributions across ambiguous, multi-stakeholder procurements.

Requirements

  • 9+ years of business development experience.
  • Experience in or with State Government, ideally in IT services procurements and contracting, with familiarity of state procurement laws, terminology, acronyms, and cyclical timelines.
  • Demonstrated state government proposal experience and experience working with one or more states (ideally California or New Jersey).
  • Programmatic familiarity with Unemployment Insurance, Integrated Eligibility & Enrollment (IE&E), Paid Family & Medical Leave (PFML), WIC, general health/wellness, case management, or supplemental nutrition programs.
  • Professional English writing, editing, and communication skills and ability to represent Nava externally at industry and networking events.
  • Legal authorization to work in the United States without visa sponsorship now or in the future, ability to meet government contract requirements, and potential for government background check or security clearance.
  • Ability to work remotely from one of the listed eligible U.S. states (contiguous United States requirement).
  • Desired: client-facing or delivery experience and familiarity with Agile, human-centered design, user research, DevSecOps, cloud adoption/migration, infrastructure-as-code, IT service management, or technical operations.
  • Desired: technical knowledge or certifications and experience with cloud platforms such as AWS, Microsoft Azure, or Google Cloud Platform.

  • Salary range $147,600 - $167,000 per year.
