Description

  • Lead capture activities for assigned federal opportunities, aligning stakeholders around win themes, procurement path, timeline, and next steps.
  • Develop and maintain Capture Management Plans covering stakeholder mapping, acquisition milestones, funding signals, partner strategy, and proposal readiness.
  • Review federal solicitation packages, interpret requirements, and translate them into compliant proposal plans with owners, deadlines, and review milestones.
  • Coordinate cross-functional proposal efforts with Proposal Managers, Federal Account Managers, subject matter experts, and executives across live pursuits.
  • Own end-to-end development of federal proposals, including scheduling, writing, editing, reviews, responsiveness, and final submission deliverables.
  • Work with the VP of Federal and account leaders to assess opportunity quality, competitive posture, incumbent dynamics, and award likelihood.
  • Identify acquisition and funding paths using agency signals, prior procurement activity, and market intelligence to shape capture strategy.
  • Coordinate teaming, content inputs, and pursuit alignment with internal and external partners.
  • Synthesize research from SAM.gov, contract history, prior awards, and federal account intelligence into capture-ready decision materials.
  • Support post-submittal activities, lessons learned, and transition planning through contracting and handoff to the delivery team.

Requirements

  • Experience preparing, managing, and submitting federal proposals in response to RFPs, RFIs, RFQs, Sources Sought, or similar federal procurement requests.
  • Experience supporting or leading capture activities for individual federal opportunities.
  • Strong familiarity with the federal acquisition lifecycle from early shaping through solicitation, award, and transition.
  • Demonstrated ability to lead complex, cross-functional proposal efforts under deadline pressure.
  • Experience developing or supporting Capture Management Plans, account strategies, or pursuit plans for federal opportunities.
  • Ability to interpret solicitation requirements, drive compliance, and translate procurement language into action plans.
  • Strong writing, editing, and communication skills for clear, compelling proposal content.
  • Experience partnering with sales, business development, account management, product, delivery, and executive stakeholders.
  • Practical understanding of federal market intelligence and research tools such as SAM.gov, FPDS, USASpending, GovWin, GovSpend, Fedmine, Federal Compass, or similar tools.
  • Strong organizational and project management skills with the ability to manage multiple opportunities and timelines simultaneously.
  • High degree of professionalism, discretion, and accountability when handling sensitive pursuit information.
  • Passion for supporting public safety, government modernization, and mission-critical technology.
  • Bachelor’s degree preferred.
  • Shipley, APMP, PMP, or related training and certification preferred.
  • Must be authorized to work for any employer in the country where the role is hired; no visa sponsorship is available.
  • Must be able to work remotely from the continental U.S. or an approved location in Canada or the UK, depending on hiring eligibility.
  • Occasional travel for federal meetings, conferences, and internal planning sessions is expected.
  • Preference for candidates based in or near the Washington, D.C. metro area.
