Description

  • Serve as the primary interface with the Contracting Officer, Contracting Officer’s Representative, and government Program Manager.
  • Develop and maintain the Project Management Plan, including scope, schedule, milestones, communications, risks, quality, and resources.
  • Lead support for the agency OCFO Governance Board through briefings, decision papers, meeting materials, and action-item tracking.
  • Prepare weekly and monthly status reports covering accomplishments, upcoming activities, risks, issues, and performance metrics.
  • Oversee the Current State Assessment, including system inventory, Total Cost of Ownership baselining, and data-flow documentation.
  • Lead a team of Business Analysts and drive the Strategic Portfolio Management roadmap from assessment through implementation.
  • Guide organizational change management and communications through implementation, cutover, go-live, and sustainment.

Requirements

  • 10+ years of management experience, including relevant experience within the past 5 years.
  • Bachelor’s degree in Program Management, Business, Finance/Accounting, or a related field; PMP certification may substitute.
  • Experience managing federal financial management, IT modernization, or portfolio management engagements.
  • Experience leading multi-stakeholder engagements across government program offices, IT, and business divisions.
  • Excellent written and verbal communication skills, including senior government briefings.
  • Prior experience supporting a federal CFO or OCFO organization preferred.
  • Hands-on experience with OMB Circular A-123, OMB Circular A-130, FFMIA, FISMA, or FITARA preferred.
  • Experience with Strategic Portfolio Management, IT financial governance, or Oracle EBS-based federal financial systems preferred.
  • Ability to pass a federal background check and obtain Public Trust/Suitability determination.
  • U.S. citizenship required; no visa sponsorship available.
