Description

  • Develop engineering studies, plans, designs, and specifications for environmental remediation projects.
  • Support program, operations, and project managers by analyzing project requirements and preparing detailed cost estimates.
  • Attend pre-bid site walks, define scopes of work, and perform quantity take-offs.
  • Calculate pricing by task and project phase, obtain subcontractor bids, and review blueprints and project specifications.
  • Support value engineering assessments and evaluate change orders.
  • Review bid materials for general conditions, schedule, logistics, means and methods, constructability, completeness, and risk mitigation.
  • Analyze project documents to identify labor, materials, equipment, schedule, and other resource requirements.
  • Develop FFP and CPFF cost estimates, including labor, equipment, materials, and subcontractor needs.
  • Prepare initial project schedules to support cost estimates and align tasks with the WBS structure.
  • Assemble and present estimates with backup information, maintain cost databases, and interface with internal teams, government customers, and contractors.

Requirements

  • Minimum of 5 years of environmental construction and remediation experience, including at least 2 years as an estimator or estimate lead.
  • Bachelor’s degree in Civil Engineering, Environmental Engineering, Chemical Engineering, or a related engineering field.
  • Experience preparing bids for USACE and/or EPA remedial action contracts and task orders.
  • Hands-on knowledge of estimating, budgeting, scheduling, change management, construction, and reporting.
  • Knowledge of cost estimating software and methodologies.
  • Experience supporting engineering, environmental, procurement, and construction projects.
  • Ability to interpret bid documents for cost estimating and change management.
  • Ability to prioritize work, stay organized, work under pressure, and meet deadlines.
  • Ability to work flexible hours as needed to meet deadlines.
  • Knowledge of CERCLA, DoD, DOE, EPA, and/or RCRA projects.
  • Knowledge of Federal and state occupational regulations, including USACE EM 385-1-1 Safety and Health Manual.
  • Ability to prepare daily reports, conduct completion inspections, and maintain project records.
  • Strong written and verbal communication skills with the ability to engage leadership, contractors, and stakeholders.
  • Proficiency in Microsoft Office, especially Excel and Word.
  • Working knowledge of scheduling software such as Primavera or MS Project.
  • Estimating software experience with B2W, Hard Dollar, HCSS, or Sage Timberline is a plus.
  • USACE CQM certification preferred.
  • Experience working with USACE, USAF, EPA, or NASA clients is preferred.
  • Experience at a federal government remediation or construction site is preferred.
  • OSHA 40-hour and 8-hour HAZWOPER training is preferred.
  • Master’s degree in an engineering field related to Environmental Studies is preferred.
  • EIT certification, PE registration, or the ability to obtain either within one year depending on experience.
