Description

  • Develop, review, and revise individual and general NPDES permits and related support documents.
  • Review permit applications, discharge monitoring reports, facility records, engineering information, and prior permits for completeness and relevance.
  • Characterize wastewater sources, treatment systems, discharge locations, receiving waters, pollutants, and operating conditions.
  • Develop technology-based and water-quality-based effluent limitations and monitoring requirements.
  • Evaluate reasonable potential, water quality standards, wasteload allocations, and related permitting requirements.
  • Address whole effluent toxicity, mixing zones, antidegradation, impaired waters, TMDLs, and other water quality issues as applicable.
  • Develop monitoring, reporting, recordkeeping, special conditions, BMP, compliance schedule, and pretreatment requirements.
  • Review technical analyses prepared by others and perform quality-control checks for consistency and accuracy.
  • Research and interpret Clean Water Act provisions, NPDES regulations, EPA guidance, state regulations, and permitting precedents.
  • Coordinate with permitting authorities, facility representatives, technical specialists, and other stakeholders to resolve permitting issues.
  • Support public participation activities, including notices, comment responses, and permit revisions.
  • Prepare technical memoranda, regulatory analyses, SOPs, permit templates, guidance materials, and training materials.
  • Track assignments, budgets, schedules, deliverables, and information needs across multiple permits or projects.
  • Participate in client, agency, and project meetings and communicate technical and regulatory conclusions.
  • Provide guidance and review support to junior staff and help improve permitting approaches.
  • Support NPDES program evaluations, permit quality reviews, backlog reduction, process improvements, and training.
  • Contribute to proposals, scopes of work, cost estimates, and other business-development activities as needed.

Requirements

  • 3-10 years of experience supporting Clean Water Act-related environmental efforts.
  • Experience with NPDES program implementation or other water-related environmental programs.
  • Familiarity with NPDES permitting regulations for wastewater and stormwater.
  • MS, BS, or BA in Environmental Science, Biology, Chemistry, Geology, Engineering, or a related discipline.
  • Outstanding written and oral communication skills.
  • Strong data analytical skills.
  • Proficiency in conducting desktop research.
  • Ability to work independently and within a multidisciplinary team.
  • Willingness and ability to travel locally and across the United States as needed; little to no travel is expected in the first year.
  • Proficiency in Microsoft Word and Excel.
  • Experience with erosion and sediment control practices and stormwater pollution prevention BMPs is preferred.
  • Knowledge of municipal and/or industrial wastewater treatment processes is preferred.
