Description

  • Lead day-to-day budget execution for assigned PIEE programs across O&M and DWCF funding lines.
  • Monitor commitments, obligations, expenditures, and spend plans to identify at-risk funding and support corrective action.
  • Serve as primary financial manager for one PIEE program and backup for at least one other to ensure continuity of operations.
  • Manage reimbursable funding and intra-governmental transactions, including G-Invoicing orders, MIPRs, FDRs, and service level bills.
  • Prepare, track, reconcile, and maintain program funding packages, budget documentation, spreadsheets, trackers, and reports.
  • Support billing, goods receipt posting, invoice collection, and documentation maintenance for DoD financial systems.
  • Analyze financial and contract data to identify trends, anomalies, risks, and recommended actions for leadership.
  • Develop recurring and ad hoc financial reports, metrics, dashboards, and budget execution updates.
  • Support COR and contracting activities by reviewing accounting lines, resolving funding discrepancies, and validating contract deliverables.
  • Assist with audit requests, program plans, presentations, and other financial documentation for the PMO.
  • Coordinate financial status, funding needs, and billing updates with program managers, contracting staff, government leads, and external customers.

Requirements

  • US citizenship and ability to obtain a public trust clearance.
  • 5+ years of experience in DoW or federal financial management with budget execution experience in O&M and/or DWCF funds.
  • Bachelor’s degree in Finance, Accounting, Business, Economics, or a related field, or equivalent education and experience.
  • Experience supporting a PMO or similar organization in the PPBE process.
  • Experience with financial tracking, reporting, and reconciliation using Microsoft Excel and enterprise financial systems such as EBS and G-Invoicing.
  • Strong analytical skills with the ability to interpret large data sets, identify trends and anomalies, and develop actionable recommendations.
  • Excellent written and verbal communication skills for reports, presentations, and leadership briefings.
  • Ability to work independently on complex tasks while collaborating effectively with multi-disciplinary teams.
  • Strong attention to detail with a commitment to accuracy, timeliness, and compliance with applicable guidance and regulations.
  • Prior experience with DoW working capital fund operations and intra-governmental transactions is preferred.
  • Familiarity with DoD Financial Management Regulation and guidance for O&M, DWCF, and reimbursable funding is preferred.
  • Professional certifications such as DoD FM Certification, CDFM, CGFM, or CPA are preferred.
  • Willingness to cross-train and provide backup coverage across PIEE programs.
  • Ability to adapt to a growing and evolving program environment with new applications and funding lines.
