Description

  • Manage engineering managers, senior engineers, and technical leads across multiple development teams.
  • Set clear expectations, hold teams accountable to delivery outcomes, and drive performance management, coaching, and career development.
  • Build and retain high-performing teams with strong ownership and autonomy.
  • Own end-to-end delivery across design, development, testing, and operations.
  • Ensure systems meet requirements for scalability, reliability, security, and compliance.
  • Drive adoption of CI/CD, DevSecOps, and other modern engineering practices.
  • Establish engineering standards for code quality, testing, and observability.
  • Improve delivery predictability through metrics, planning rigor, and dependency management.
  • Oversee cloud-native architectures, with emphasis on AWS-based systems and data platforms.
  • Partner with Product, Design, Security, CMS stakeholders, and ISSO/security teams to align execution, manage risk, and support incident response and root cause analysis.

Requirements

  • 10+ years of software engineering experience.
  • 4+ years in engineering management roles.
  • Experience leading multiple Agile teams in complex environments.
  • Strong experience with cloud platforms, especially AWS.
  • Experience delivering data-intensive systems and pipelines at scale.
  • Deep understanding of CI/CD, DevSecOps, and modern engineering practices.
  • Proven ability to improve delivery performance and team effectiveness.
  • Strong stakeholder management and communication skills.
  • Experience operating in regulated environments or government programs.
  • Preferred: experience with CMS or federal healthcare programs, HL7 FHIR, Databricks, large-scale data processing or analytics platforms, FedRAMP or NIST security compliance frameworks, distributed teams, and accessibility standards such as Section 508.
