Description

  • Implement and maintain research security and export controls compliance programs for university clients.
  • Promote a culture of compliance and oversee adherence to federal, institutional, and sponsoring agency requirements.
  • Conduct risk assessments, develop work plans, and take corrective action to support compliance activities.
  • Serve as the institution’s point of contact for research security and export controls inquiries.
  • Make export control determinations, act as the empowered official for ITAR, and manage export license processes.
  • Work with faculty, staff, students, and operational units to execute policies, procedures, and control plans.
  • Manage restricted party screening, including user access, training, match review, and adjudication.
  • Review research proposals, grant awards, NDAs, contracts, and travel requests for export control implications.
  • Support institutional reporting and submissions related to foreign gifts, foreign contracts, and foreign financial disclosures.
  • Lead or participate in committees and working groups tied to research security and export controls.

Requirements

  • Bachelor’s degree plus at least 5 years of direct experience, or an equivalent combination of advanced degree and experience.
  • In-depth understanding of ITAR, EAR, OFAC regulations, and federal contracting requirements.
  • Proven experience developing and implementing research compliance programs, global trade compliance, and/or research operations.
  • Strong interpersonal and communication skills with the ability to work collaboratively.
  • Experience interpreting federal regulations and synthesizing complex regulatory requirements.
  • Experience building partnerships across departments and with clients.
  • Previous experience working in academic research or other nonprofit settings (preferred).
  • Ability to develop robust online training materials.
  • Demonstrated ability to build trusted advisor relationships with clients.
  • Experience supporting sales and business development.
  • Willingness and ability to travel periodically based on business and client needs.
