Description

  • Lead land development planning and execution for data center campuses from site control through delivery of pad-ready or construction-ready parcels.
  • Develop and manage the overall development strategy, including grading, stormwater, access and roadway planning, utility corridors, and phased campus delivery.
  • Lead commercial negotiations with utilities, contractors, vendors, government officials, and other stakeholders.
  • Lead economic development and tax incentive negotiations with state and local governments.
  • Manage community relations and stakeholder engagement through open houses, public forums, interviews, and supporting project communications.
  • Support location strategy and site acquisition teams with target market identification, early due diligence, and site down-selection.
  • Direct technical due diligence, including geotechnical, environmental, wetlands/floodplain, cultural, traffic, survey/ALTA, and title work, and translate findings into mitigation plans and cost/schedule impacts.
  • Manage entitlement and permitting activities by coordinating internal teams, external counsel, and consultants through public processes.
  • Plan, scope, and oversee off-site and on-site infrastructure delivery, including power, water/wastewater, roadway improvements, stormwater systems, and fiber pathways.
  • Develop, manage, and report development budgets and schedules, and oversee procurement and performance of third-party consultants and vendors.
  • Coordinate with utility providers, municipalities, and agencies to secure capacity, establish schedules, and track critical path items.
  • Create and maintain development pro formas and cost models to support investment decisions, tenant commitments, and total cost of ownership targets.
  • Establish project governance, lead cross-functional meetings, track decisions and action items, and maintain project documentation.
  • Partner with internal teams across location strategy, site acquisition, design/construction, legal, finance, and operations to align scope, constructability, phasing, and customer requirements.
  • Champion EHS and sustainability objectives in land development decisions, including stormwater quality and quantity, water stewardship, habitat impacts, and construction logistics.

Requirements

  • 5+ years of experience in land development, renewable energy or power generation development, or civil/infrastructure project delivery for industrial, mission-critical, or large-scale commercial projects.
  • Bachelor’s degree in Civil Engineering, Construction Management, Real Estate, Planning, Business, or a related field, or equivalent experience.
  • Excellent communication, contract drafting and negotiation, and stakeholder management skills with municipalities, agencies, utilities, landowners, and internal executives.
  • Demonstrated success leading multi-discipline teams to deliver entitled, permitted, and pad-ready sites.
  • Experience managing civil engineers, surveyors, environmental consultants, geotechnical consultants, and traffic consultants.
  • Working knowledge of utility infrastructure delivery, including power, water/wastewater, and telecom/fiber.
  • Experience securing entitlements and permits and navigating zoning, land use, platting, stormwater, and environmental requirements across multiple jurisdictions.
  • Strong budgeting and scheduling capability for civil/sitework and off-site infrastructure, with the ability to assess risk and develop mitigation plans and contingencies.
  • High integrity and sound judgment, with the ability to operate autonomously in a fast-paced, deadline-driven environment.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Teams; familiarity with project controls tools and GIS/real estate or civil design platforms is a plus.
  • Ability and willingness to travel up to 50% as needed.
  • Preferred: experience delivering data center or mission-critical campus land development from site control through construction start, including phased infrastructure delivery.
  • Preferred: direct experience with civil design and permitting workflows, including grading, drainage, detention, SWPPP, roadway, and utility extension plans.
  • Preferred: established relationships with data center companies, utilities, civil engineering firms, economic development agencies, and permitting authorities in key North American markets.
  • Preferred: strong understanding of power infrastructure for the data center industry, including utility power and on-site power generation.
  • Preferred: strong executive presence and ability to present development plans, budgets, schedules, and risk tradeoffs to leadership, investors, and customers.
