Description

  • Support program offices in identifying, validating, and clarifying acquisition requirements.
  • Develop, review, and finalize acquisition planning and pre-solicitation documents, including SOWs, PWSs, SOOs, market research reports, QASPs, evaluation criteria, and J&As.
  • Collaborate closely with the Contracting Officer on pre-solicitation documentation and Purchase Request package preparation.
  • Participate in pre-proposal conferences and gather input from technical officials before solicitation development.
  • Deliver formal and informal training on requirements documentation, acquisition processes, and contract lifecycle topics.
  • Create and maintain training materials, reference guides, and job aids for the acquisition workforce.
  • Provide recommendations to improve acquisition and contracting processes and support implementation of efficiencies.
  • Support updates to the Contracting Resource Library with templates, processes, and standard language.
  • Conduct knowledge-sharing sessions to strengthen program office understanding of acquisition standards and best practices.

Requirements

  • Bachelor's degree in Business, Public Administration, Supply Chain Management, or a related field.
  • FAC-C or DAWIA Level III in Contracting.
  • FAC-COR Level III.
  • 10+ years of experience in federal acquisition and program management.
  • 5-7 years of experience specifically in pre-award acquisition planning.
  • Demonstrated experience managing a high volume of procurement packages.
  • Experience developing pre-solicitation documentation.
  • Experience conducting formal market research.
  • Experience creating training materials, reference guides, and job aids for an acquisition workforce.
  • Ability to obtain and maintain the required security clearance, including background investigation checks such as credit, fingerprint, and law enforcement review.
  • Fully remote/telework position with a requirement to use a camera during Microsoft Teams meetings when directed.
