Description

  • Own the architecture of the national radio system, including broadband Push-to-Talk designs and fallback architectures.
  • Develop fleet plans, talkgroup architectures, encryption profiles, OTAP/OTAR workflows, and Key Management Facility procedures.
  • Own the radio Approved Products List and ensure hardware and software comply with TAA and NDAA Section 889 requirements.
  • Design and integrate SIP-based intercom systems for entrances, dock doors, access points, and accessible entries.
  • Architect and deploy emergency call and enterprise mass notification systems across multiple delivery channels.
  • Engineer IP paging, public address, and overhead speaker systems using SIP-native or SIP-bridged endpoints.
  • Design the network underlay for voice and SIP services, including QoS, multicast routing, VLAN segmentation, PoE budgeting, and switch profiles.
  • Coordinate with IT and InfoSec on SIP signaling security, media encryption, session border control, and SIEM logging.
  • Design and operate the GSOC dispatch console architecture with a unified operator experience across LMR, LTE PTT, SIP intercom, and mass notification.
  • Maintain interface documentation and network diagrams for each site, including antenna locations, BDA placement, head-end distribution, and SBC connectivity.

Requirements

  • Bachelor’s degree in Electrical Engineering, Communications Engineering, Computer Science, Information Technology, or a related technical field, or equivalent practical experience.
  • Hands-on experience with SIP architecture and operations, including SIP, SDP, RTP, SRTP, TLS, codec selection, dial plan design, and SBC configuration.
  • Direct experience integrating SIP intercom platforms with video management or access control systems, ideally Genetec Sipelia with Security Center or equivalent systems.
  • Exceptional problem-solving abilities and strong attention to detail.
  • Excellent communication skills and ability to engage stakeholders at all levels, including senior leadership and construction teams.
  • Ability to work in a fast-paced environment and make sound decisions in challenging situations.
  • Must be a U.S. Person and able to gain a security clearance due to access to U.S. export-controlled information or facilities.
  • Motorola Solutions APX or WAVE PTX administrator certification, or L3Harris Public Safety equivalent, is preferred.
  • Genetec Security Center certifications, including Sipelia (GSC-OM, GSC-MC, or higher), are preferred.
  • Singlewire InformaCast Fusion or Alertus administrator certification is preferred.
  • CWNE, Cisco CCNP Collaboration / CCIE Collaboration, or equivalent SIP/voice certification is preferred.
  • Strong project management experience with large-scale technical security system implementations and upgrades is preferred.
  • Experience in vendor management, including contract negotiation and performance oversight, is preferred.
  • Existing active Secret or Top Secret clearance is preferred.
