Description

  • Lead the subcontracting function across DoD and federal civilian business units.
  • Oversee the full subcontract lifecycle, including intake, solicitation, negotiation, award, administration, and closeout.
  • Administer a limited portfolio of complex, high-risk, or strategically important subcontracts.
  • Ensure subcontract actions meet internal service-level agreements, business priorities, FAR/DFARS requirements, and company policies.
  • Develop scalable subcontracting processes, templates, tools, policies, SOPs, and internal controls.
  • Maintain audit-ready subcontract files and support CPSR readiness with Procurement Compliance.
  • Partner with Legal and Contracts on risk mitigation, flowdowns, and subcontract terms negotiations.
  • Lead small business subcontracting plans, track goal performance, and oversee timely ISR/SSR reporting in SAM.gov.
  • Provide subcontracting metrics, trends, risks, and recommendations to senior leadership.
  • Lead, mentor, and develop the subcontracting team while supporting proposal teaming, workshare, and subcontractor-selection strategies.

Requirements

  • U.S. citizenship is required.
  • Bachelor’s degree in Business Administration, Supply Chain, Contract Management, or a related field.
  • 7–10 years of federal subcontracting or procurement experience, including 5+ years in a leadership role.
  • Strong knowledge of FAR, DFARS, and federal subcontracting compliance requirements.
  • Experience supporting or leading CPSR audits and audit-readiness efforts.
  • Working knowledge of small business subcontracting plans and ISR/SSR reporting.
  • Demonstrated experience leading subcontract negotiations and managing risk.
  • Ability to create structure, timelines, and internal accountability mechanisms with strong follow-through.
  • Experience in a mid-size or high-growth government contractor environment (preferred).
  • Familiarity with Costpoint, Smartsheet, SharePoint, Cognos, or similar systems; CPCM/CFCM certification, defense-sector experience, Mentor-Protégé experience, OCONUS compliance knowledge, and dashboard skills are preferred.
